Pursuant to the Supplying Principles and Practices (SPs and Ps) Section 2-10.3.8 Publicizing, the following information is provided concerning a noncompetitive contract award valued at $1 million or more which must be publicized in the Government-wide Point of Entry (GPE), also known as SAM (https://sam.gov): The services being purchased noncompetitively are for the purchase of Greeting Card & Stationery Program Services in support of the retail greeting card availability nationwide in 15,000+ postal retail lobbies.
