6525--MRI TRAILER RELOCATION & SET UP

This Special Notice of Intent (NOI) is not a request for competitive proposals. This is not a solicitation or request for offers. The Department of Veterans Affairs (VA), San Diego Healthcare System, intends to award a contract to Government Imaging Services LLC previously known as Salvadorini Consulting LLC for relocation of Mobile MRI Trailer. The MRI Trailer will be transported from Oceanside Community Base Outpatient Clinic (CBOC) to Jennifer Moreno Medical Center and then return to Oceanside CBOC. The unusual circumstances leading to justification for other than full and open competition is to support continuity of imaging services during the planned replacement of Jennifer Moreno Medical Center s 3T MRI Scanner. Government Imaging Services LLC is a certified Service-Disabled Veteran-Owned business (SDVOSB) listed in the Small Business Administration (SBA) certification database found eligible and capable to meet the Governments requirements. The Mobile MRI Trailer is currently under contract with Government Imaging Services LLC. The owner possesses proprietary knowledge of the trailer s structural, electrical, and shielding specifications. Use of a different provider opens the Government to unacceptable risk of equipment damage and operational failure. The anticipated statutory authority permitting other than full and open competition is in accordance with (IAW) The Department of Veterans Affair Acquisition Regulation (VAAR) 819.7008 Sole source award to a certified SDVOSB. Contracting Officers may use the non-competitive (sole source) procedures authorized in VAAR 819.7008 (DEVIATION). The North American Industry Classification System (NAICS) code for this requirement is 621512. The Product Service Code (PSC) is 6525. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.  A decision by the Government not to conduct competitive procurement for the proposed contract based upon response to this notice is solely within the discretion of the Government.
