Justification & Approval for Drayage Services in Germany

The purpose of this amendment to the initial posting is to include a copy of the redacted Limited Source Justification with the posting, as a copy of this document was inadverdently not included in the initial posting. This is a notice for the completion of a Justification and Approval for a bridge requirement for Drayage Services for performance in Germany. NOTE: SAM.gov has not been updated to reflect current regulation prescriptions in accordance with the Revolutionary FAR Overhaul (RFO). Under the RFO, Under the RFO, which went into effect 01 February 2026, many changes to the FAR have been enacted, including rewrites to regulation and deletion of regulation, as well as revisions to regulation prescriptions, As such, while FAR Part 13.5 is selected as the authority for the Justification, that option is only selected because there is no selection that correspondence with active present day regulation. The proper authority is Title 41 United States Code (U.S.C.) §1901(e)(2) as implemented in Federal Acquisition Regulation (FAR) Part 12.102(b) (restricting competition) under the authority of Simplified Acquisition Procedures. This authority applies to the acquisition of Commercial Products and Commercial Services valued at up to $9 million where limiting competition is justified. Accordingly, the justification for limiting competition was prepared in accordance with FAR Part 12.102(b) (restricting competition) and 12.201-1 (simplified procedures).
