SSJ-TECHNICAL EXPERTISE AND COORDINATION SUPPORT TO THE INTEGRATED CONSORTIUM OF LABORATORY NETWORKS

DHS has awarded a sole-source purchase order to the Association of Public Health Laboratories (APHL) in accordance with RFO FAR Subpart 6.103-1, entitled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This DHS award is to provide programmatic, technical, and coordination support to the ICLN. Under this contract (purchase order), the Contractor will support DHS and the ICLN in the following: 1. Engaging public health laboratories in ICLN exercises, planning, and emergency response coordination; 2. Identifying and providing subject matter expertise to shape ICLN methods, logistics, and quality assurance activities; 3. Supporting information sharing and communication between ICLN leadership, federal agencies, and public health laboratories; and 4. Enhancing understanding of laboratory capacity and surge capabilities across public health laboratories relevant to ICLN missions. See the attached justification for more details.
