RFO 8.401 Subpart 538.7104-3(b)(i): An urgent and compelling need exists, and adhering to standard ordering procedures would result in unacceptable delays. The proposed short-term Task Order will be issued on a sole source basis to maintain continuity of services while a new procurement is underway.
