Septic Pumping Services at Hannibal Locks and Dam, Hannibal, OH

PRE-SOLICITATION DISCLAIMER: This is a Pre-Solicitation Notice (Synopsis) only. This notice is not a Request for Quote (RFQ). The Performance Work Statement (PWS) and corresponding Attachments and Appendices will be included in the publicized solicitation. The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement for septic tank pumping services for Hannibal Locks and Dam. The Hannibal Locks and Dam project is located on the Ohio River in Hannibal, Monroe County, OH. The Project address is 40344 State Route 7, Hannibal, Ohio 43931. The intent of this contract is to pump out 1,000- and 650-gallon septic holding tanks, and remove and dispose of all effluent and debris in an acceptable manner at a licensed disposal facility in accordance with all state and federal rules, regulations, laws, and specifications of the contract. The 1,000 gallon holding tank will be pumped one (1) time per year, with one (1) additional service as-needed. The 650 gallon holding tank will be pumped five (5) times per year, with four (4) as-needed services. Access to the 650 gallon holding tank requires approximately 200 feet of hose. The work shall include the furnishing of all materials, equipment, and supplies and the performance of all labor and all incidentals necessary to pump and clean the septic holding tanks. The intended release timeframe for the solicitation is October 2026. Any resulting award will be for a firm fixed-price contract with a five (5) year ordering period, comprised of a base year, and four (4) option periods.
