In accordance with RFO FAR 6.301, this notice serves as the mandatory public disclosure of the Justification and Approval (J&A) for other than full and open competition. This contract was awarded under the statutory authority of FAR 6.103-2, "Unusual and Compelling Urgency," to prevent an immediate disruption to Department of State training operations. A redacted copy of the approved J&A is attached to this notice in compliance with federal public disclosure timelines.
